Gutters are the cheapest component on the outside of a house and the one most capable of causing a five-figure problem. The chain from a clogged gutter to a cracked foundation wall is short, and in southeastern Wisconsin it moves faster than most homeowners expect.
The Chain
A blocked gutter overflows at the point of the blockage. That water falls in a concentrated stream in one spot rather than being carried to a downspout and taken away.
It lands next to the foundation and saturates the soil there. Milwaukee County sits largely on clay, and clay does something sand does not: it expands when it takes on water and contracts when it dries. That cycle puts lateral pressure against the foundation wall, and it does it repeatedly.
Then winter arrives. Saturated clay against a foundation freezes and expands again, harder. This is frost heave, and it is the mechanism behind most of the horizontal cracking you see in older Milwaukee basement walls. Horizontal cracks are the ones to worry about, because they indicate pressure from outside rather than normal settling.
Meanwhile the water that soaked in is finding its way through the wall. Efflorescence, the white chalky bloom on basement block, is the visible evidence. So is a persistent musty smell.
Why It Is Worse Here
Three things stack up in this market.
Clay soil, as above, which holds water and moves with it.
Freeze-thaw frequency. Milwaukee runs 30-plus cycles a season. Each one is another expansion event against the wall.
Old housing stock with shallow or unreinforced foundations. A lot of the near-north neighborhoods and the older near-west side have block foundations from before anybody was thinking about drainage detail. Those walls have very little tolerance for sustained lateral pressure.
What It Costs When It Goes Wrong
For scale: cleaning gutters costs $150–$250. Downspout extensions cost a few hundred installed. Regrading a problem elevation is usually under $1,500.
Foundation crack repair starts around $500 per crack and rises quickly. Interior drain tile and a sump system on a full perimeter runs $8,000–$15,000 in this market. Wall stabilization with carbon fiber or steel is more.
The order of operations matters and people get it backwards. Fix the water source first. A great deal of money gets spent on interior waterproofing for houses whose actual problem was two downspouts discharging at the wall.
The Cheap Interventions, In Order
1. Clean the gutters twice a year, once after the leaves drop in late fall and once in spring after the seeds and catkins come down. If you only do one, do the fall one, because a gutter full of wet leaves going into winter becomes a block of ice.
2. Check that every downspout actually discharges 6–10 feet from the wall. Extensions are inexpensive and this is the single highest-return item on the list.
3. Check the grade. The soil should fall away from the house for the first 6 feet. Over decades, backfill settles and the grade reverses without anyone noticing.
4. Check the pitch of the gutter itself. Water standing in a gutter on a dry day means it is not draining to the outlet, which means it is freezing there in January.
5. Look at the fascia behind the gutter. Soft or dark fascia means water has been running behind the gutter, usually from a failed seam or a gutter pitched back toward the house.
The Winter Version of This Problem
In a Wisconsin winter the failure mode changes. A clogged gutter holds water, the water freezes, and the trough becomes a solid ice trough that meltwater runs over and behind. That water gets into the fascia and the wall, and it contributes to the ice mass at the eave.
This is why fall cleaning matters more than spring cleaning here. A gutter that goes into December full of debris is not going to drain again until March.
Worth Knowing
If your basement is wet, start outside. Walk the perimeter in a hard rain and watch where water actually goes. Most of the time you can see the problem happening.
